The President shall be the head of the Manipur Olympic Association and shall preside over all meeting of the General Assembly and Executive Council. He shall guide the MOA in all activities. He shall exercise superintendence over office bearers and members of the Executive Council and other Committees/ Commissions in the discharge of their duties. He shall have overall power of supervision over the working of the Association and its efficient administration. In particular, the President shall have the following powers/responsibilities :
To implement the objectives of the Association.
To deal with all matters including disciplinary arising in the MOA or in the State Sports Association/ District Olympic Associations, as per rules on the subject. This would be subject to ratification in the Executive Council meeting of the Association.
To ensure that the financial position of the MOA is sound and no unauthorized to sanction upto Rs. 10,000/- for any one term. The expenditure in excess of this amount will be sanctioned by the Executive Council.
The President, MOA is to ensure that the various business meetings, as required under Constitution, have been duly held and books of accounts are properly maintained.
Vice President :
In the absence of the President, a Vice President shall preside over the meeting to be nominated by the President. In the event of prolonged absence of the President, a Vice President nominated by the President/ the Council will take over the duties and responsibilities of the President during the period of absence.
Secretary : The Secretary shall be in-charge of day-to-day administration of the Association and shall transact all official business in accordance with the decisions of the President, MOA, General Assembly and Executive Council. He shall be responsible for calling meetings of the MOA
Annual General/ Special General Assembly/ Executive Council, as per rules and to implement their decisions. He shall be responsible for carrying on all correspondence in the name of the Association save as otherwise directed by the President. He shall keep and maintain the minutes of all meetings of the MOA General Assembly and Executive Council of the Association, the register of Members and all such records as may be necessary for the smooth and efficient working of the Association. He shall also responsible for the maintainance of the properties ( Movable and Immovable) of the Association. He shall prepare and submit at the Annual General Meeting of the Association his Annual Report. He shall convene meetings of the Association under the directive of the President. The financial powers of the Secretary are restricted to sanctioning of Rs. 2,500/- for any one item.
Joint Secretary :
They shall perform such duties as may be assigned to them from time to time by the secretary in consultation with the President.
He shall be responsible for the management of the finance of the Association and ensure that the accounts of the Association have been maintained properly and audited regularly. He shall receive all moneys of the Association and shall pay all bills certified by the President or the Secretary, unless the amount must have sanction of the competent authority or the budgeted amount in which case, the amount must have sanction of the competent authority (before it is paid ). He shall, in consultation with the Finance Commission, prepare and submit an Annual Income and Expenditure Account, together with a duly audited Balance –Sheet. He shall maintain Cash Books of the Association.
There shall be one more paid Director of the Association to look after day-to-day administration MOA Secretariat under the guidance and supervision of the Secretary in consultation with the President . Such Director(s) shall be appointed by the President with approval of the Executive Council and their scale of pay and allowances shall be determined by the Executive Council.
