Election shall be held once in four years at the Annual General Meeting to elect the office-bearers and the Executive Council members as shown below, from amongst the representatives of the members present.
Six Vice Presidents;
Four Joint Secretaries;
Ten members elected from amongst the Reprensentives ( preferably not from the State Sports Associations/District Olympic Associations whose representatives are elected as one of the office-bearers ).
Any vacancy ( including that of the President ) which occurs in the Executive Council shall be filled by co-option by the Executive Council from the remaning office-bearers, members of the Executive Council and Members of the Annual General Assembly.
The Financial Committee consisting of 5 ( five ) members with a convenor would be elected by the General Assembly for a fixed term not exceeding 4 years and will expire when fresh elections are held in the Annual General Meeting.
State Sports Associations will forward to the MOA 10 days prior to the holding of the election at the Annual General Meeting to the MOA “Nominations” of their representatives entitled to attend the Annual General Meeting. The recommendation of “nominations” will indicate the name of the candidates and the position held by him in the concerned State Associations/District Olympic Associations. Changes of name of the nominated representive will not be allowed unless prior permission in writing is obtained from the President, MOA.
The right of exercising the vote shall vest in accredited representatives deputed by the Members. A representative accredited by the State Sports Association/District Olympic Associations must be a member of the State Sports Association/District Olympic Association and would attend the MOA Annual General Assembly meeting in which elections are to be held, on production of certificate signed both by the President and the Secretary of the State Sports Association/ District Olympic Associations concerned detailing him for attendance on their behalf. However, when representatives of the State Sports Association/District Olympic Associations attends a MOA General Assembly meeting in which election are not to be held or attends a Special General Assembly meeting, the Accreditation Certificate may be signed by the President or the Secretary of the State Sports Association/ District Olympic Association concerned detailing him for attendance on their behalf.
If a representive from the State Sports Associations/ District Olympic Association produces a Certificate signed by the President and another Representatives from the same organization produces a Certificate signed by the Secretary, the Certificate signed by the President will be accepted.
No State Sports Association/District Olympic Associations will accredit an individual as representative to attend a MOA Annual General or Special General Assembly meeting unless he is regular member of their State Sports Association/ District Olympic Association. One and the same person shall, under no circumstances be entitiled to represent more than one Member.
All other Committees/ Arbitration Panels will be advisory/recommending bodies for which President shall decide on the formation of these Committees and members will be nominated by the President, MOA. Their term of office will expiry when fresh elections are held in the MOA.
The President is authorized to nominate not exceeding four Associate Vice-Presidents and not exceeding four Associate Joint Secretaries. They may not be members of any State Sports Authority but they will be reputed citizens Manipur who are known Sports enthusiasts and have been associated with promotion development of Sports in the State. Individuals appointed as Associate Vice Presidents and Associate Joint Secretaries will have no voting rights when attending MOA Executive Council and General Assembly Meetings.
